Counterpart International, Inc., a Washington-based international non-profit organization, implements programs throughout the Pacific, Southeast Asia, and the former Soviet Union to effectively support the creation and development of strong, sustainable local institutions and non-governmental networks capable of addressing local and regional needs.

Counterpart is seeking a qualified, team-oriented individual, who shares the organization's philosophy and commitment to excellence, to fill a Program
Officer Position at its Washington, DC headquarters. The Program Officer's
primary responsibility will be to provide day-to-day coordination of all programmatic, operational, fundraising, and administrative activities related to the USAID-funded Counterpart Alliance for Partnership (CAP) in Ukraine and Belarus, a program to build the capacity of local NGOs to better serve the elderly, children and youth, the disabled, and HIV/AIDS victims and drug abusers.

PO responsibilities include:

  • supporting CAP field staff,
  • writing and preparing program and other reports,
  • monitoring program budget,
  • conducting program outreach,
  • contributing to the development of new activities.

Other responsibilities include:

  • Providing administrative and program support to the UNHCR-funded Working
    Group on Integration/ Return/ Resettlement;
  • Developing and preparing proposals for submission to public and private
    donors;
  • Representing Counterpart at USG and PVO sponsored meetings and conferences;
  • Networking for the purpose of information sharing, leveraging additional resources for projects, and collaborating on the design of new program
    initiatives;
  • Performing other backstopping duties on related projects as assigned by
    Vice President for Programs.

Requirements for the position include:

  • BA degree, Master's Degree preferred;
  • 3-5 years experience in international development and working in a non-profit organization;
  • excellent communication, writing and argumentative skills, writing sample required;
  • experience developing proposals and budgets;
  • attention to detail and ability to work independently within a team environment;
  • familiarity with WordPerfect or MS Word, and good IBM/Windows 95 computer skills;
  • experience in the former Soviet Union and knowledge of Russian a plus.
