Energy Discussion: Ambassador Keith C. SmithTuesday, March 29, 2005 (9:00AM-10:30AM)A NEW STEALTH IMPERIALISM: In his study of Russian energy politics, published by the Center for Strategic and International Studies (CSIS) in December 2004, Amb. Keith C. Smith (Senior Associate, Center for Strategic and International Studies) examines Russia's projection of energy power in five neighboring states: Ukraine, Estonia, Latvia, Lithuania, and Poland as well as the ramifications of that energy flow for those countries as they strive to secure their independence, economic development, and democratic systems. Amb. Smith will discuss his paper as well as the Putin Administration's policies that hinder the development of "normal" foreign relations between Russia and its neighbors. Ambassador Keith Smith is a senior associate in the CSIS Russia and Eurasia Program. Until recently, he served as a consultant for an international energy company. Smith retired from the U.S. Department of State in 2000 where his career focused primarily on European affairs. From 1997 to 2000, he served as U.S. Ambassador to Lithuania. His earlier posts include service in Hungary (twice), Norway and Estonia; while posted in Washington, DC he served as Director of Policy for Europe, Senior Adviser to the Deputy Secretary of State for Support of East European Democracy (the SEED program), and Director of Area Studies at the Foreign Service Institute.
