Public Television in Ukraine: Problems and Possibilities

Radio Free Europe/Radio Liberty and Internews Network invite you to a briefing by Tatiana Lebedeva, Chairman of the Board -, Independent Association of Broadcasters in Ukraine; Member - National TV and Radio Broadcasting Council of Ukraine.

Ukraine has no public service broadcaster. What it does have is an old Soviet system of State Television, which leaves the viewer vulnerable to political pressures and government control. Unless this is changed, State Television, which has the largest national reach of all State and commercial broadcasters, will continue to serve not the viewer, but the State. Creating an environment where commercial broadcasters and a public service broadcaster can exist and thrive is an important step for the new Ukrainian government and the media community towards building a truly democratic society. Establishing a public service broadcaster is also a requirement for Ukraine's European integration.

Tatiana Lebedeva is the head of the Independent Association of Broadcasters of Ukraine and member of the National TV and Radio Broadcasting Council of Ukraine, a government body that oversees licensing and legal regulation in the media industry. Lebedeva is the first civil society representative elected by the national parliament into the Council, and was recently re-elected following the Orange Revolution. In 1994-2002, Lebedeva managed two independent TV stations in Dnipropetrovsk, Ukraine.
