Briefing: Monitoring the Ukrainian Presidential Elections

Ukraine has just concluded a tumultuous and fiercely contested presidential election campaign, with a final runoff vote on November 21. The campaign has been marred by charges and countercharges of electoral misdeeds, foreign influence, even of efforts to do bodily harm to one or other of the main candidates, Victor Yanukovych or Victor Yushchenko. In an effort to ensure that the elections were conducted fairly and in compliance with international standards, organizations such as the OSCE and NGO's like Freedom House and the National Democratic Institute (NDI) sent large delegations of long- and short-term observers to monitor the Ukrainian election. What did these observer missions find during the Ukrainian election.

Orest Deychakiwsky is Staff Advisor for the U.S. Commission on Security and Cooperation in Europe, an independent U.S. Government agency created in 1976 to monitor and encourage compliance with the Helsinki Final Act and other OSCE commitments. Deychakiwsky will have just returned from Ukraine, where he served as an official OSCE Parliamentary Assembly (PA) observer during the second election round; in October, Deychakiwsky was an OSCE PA observer for the Belarusian elections and referendum.

Jennifer L. Windsor has been the Executive Director of Freedom House since January 2001. Windsor previously served at the U.S. Agency for International Development (USAID) as Deputy Assistant Administrator and Director of the Center for Democracy and Governance. Freedom House collaborated with NDI to sponsor the work of ENEMO, a regional civic monitoring group that sent 1,000 observers to observe the second round.
